Inhalt In this seminar we compare different health care systems across the globe. Health policy typically has three goals: health (or quality), wealth (or efficiency), and equity (or access). However, there is an inherent tradeoff between the three goals so they can never be maximized together. We analyze from an economic perspective how different countries choose to organize and regulate health care systems and health insurance markets to tackle the many market failures (e.g., adverse selection, moral hazard, monopoly rents, oversupply of medical services). The first part of the seminar will focus on theory and basic concepts. We will set up a framework with which we analyze the different systems worldwide. In the second and main part, every student is expected to give a presentation on one system/country based on this framework.
Lernziele • Understand the key characteristics of international health care markets and the economic problems associated with these characteristics.
• Describe systematically how health care markets are organized and identify root causes of market failures.
• Analyze the role of government in health financing and service delivery and identify the root causes of government failures.

Begrenzung This course is limited to 18 participants. The limitation will be administered via MOODLE according to chronological order of the registrations. From 2 February 2026 (noon) on it will be possible to register via MOODLE. As soon as 18 participants have registered, the registration window will close automatically.If the course is full and registration is not possible on moodle, please write an email to the lecturer to be put on the waiting list. Students, who sign up on moodle, often drop out in the first week. Priority will be given to students of the Master in Health Sciences and students who completed classes in health economics and health systems. Students need to commit to the class within 2 weeks of the semester, i.e., by March 3, 2026.
