The international use of force to prevent, halt or obstruct large-scale and systematic human rights violations remains one of the most controversial topics of contemporary international affairs. When is the resort to international military force legitimate? What conditions render it appropriate? How are intervention decisions made? Who should enact them? When they are enacted, how do we measure their success? This seminar addresses these questions and their broader implications for foreign and security policy. It begins by surveying the historical, legal and normative premises of sovereignty and intervention in international affairs. In so doing, the course places a particular focus on the objectives, means, and ends of intervention and the multiple ways in which this relates to ideas of international peace and security. In building on this basis, the second half of the seminar considers a number of seminal cases – ranging from Black Hawk Down in Somalia to current events in Syra – that allow students to examine the circumstances and implications of the sovereignty and intervention in a real-world setting.
