With respect to European Union (EU) politics, scholars and observers have long argued that “nothing goes without, nothing goes against France and Germany”. Indeed, these two countries were the key drivers for the European integration process post-Second World War and have critically shaped EU politics ever since then. This seminar analyzes Franco-German “embedded bilateralism” in the multi-level and multi-faceted system of the European Union. We will scrutinize the role and impact of France and Germany across different EU policy areas. Our empirical cases cover instances of successful Franco-German leadership, such as the creation of the EU Covid recovery plan, as well as of failure, like the EU’s responses to the recent energy crisis or Russia’s war against Ukraine. At the same time, the seminar takes a broader focus, both theoretically and empirically. Looking at bi- and minilateral relations between states in international politics more generally, and discussing historical and more recent examples of bi- and minilateral relations, will allow us to put the Franco-German embedded bilateralism into perspective. The seminar will thus be of interest to students of international relations, comparative politics, and European studies alike. |

Learning objectives of the seminar:
- Obtain a comprehensive and detailed overview of bi- and multilateral state relations in international politics and in the European context;
- Gain theoretical, conceptual, and empirical insights into key aspects of EU policymaking;
- Be able to answer important questions regarding the history, development, and contemporary challenges of Franco-German bilateralism in the EU. |

2. In-depth lecture of the readings (including one short response paper per block of one page addressing one or more guiding questions on a selected topic)
3. In-class presentation (“Referat”): ca. 20 minutes. The topic should be discussed with the class instructor at least one week before the respective session, either via Email or Zoom. |

Written assignment (“Seminararbeit”)
Students who want to write a term paper/Seminararbeit can do so in this class. I am happy to discuss term paper ideas on the days of the seminar or after the seminar via Email or Zoom. Topics should be related to, but also go beyond, the subjects discussed during the seminar.
The writing language of the seminar paper is English. The written assignment’s length is 20,000 – 30,000 characters (10 – 18 pages). Further criteria: font type either Arial or Times New Roman, font size 12, general margin 2.5 cm, 1.5 line spacing. The final term paper should be sent two months after the seminar finished, at the latest, to Lucas.Schramm@gsi.uni-muenchen.de. |
