Over the past decades, globalization has profoundly transformed patterns of production, employment, and political conflict. The internationalization of production and the rise of global value chains generated substantial aggregate economic gains, but also contributed to regional inequalities, economic insecurity, and political backlash. Today, decarbonization represents a second major transformation. Yet unlike globalization, which was closely associated with liberalization and market integration, the green transition is increasingly driven by active state intervention, industrial policy, subsidies, trade restrictions, and efforts to reorganize strategic value chains.
This course examines how these two transformations intersect. It asks how decarbonization is reshaping globalization, how states seek to capture green industries and reduce strategic dependencies, and how emerging patterns of green production redistribute opportunities within and across countries. From an International Political Economy (IPE) perspective, we study changing global value chains, geoeconomic competition, green industrial policy, and the return of the state. From a Comparative Political Economy (CPE) perspective, we examine the distributional consequences of structural change across sectors, workers, regions, and welfare states. Finally, drawing on research in political behavior, we investigate how citizens perceive these transformations, when economic and regional inequalities generate opposition or polarization, and whether participation, representation, and perceptions of fairness can strengthen support for transformative policies.
Throughout the course, students will connect macro-level changes in the global economy to domestic political conflict and individual political responses. A central theme is whether the green transition will reproduce the inequalities and political backlash associated with globalization, or whether new forms of industrial policy, compensation, and participation can produce a more inclusive model of economic transformation. |
